In November 2023, Tororo Woman MP Sarah Opendi made a significant move in Parliament by introducing the ‘Alcoholic Drinks Control Bill 2023’. The proposed legislation aimed to regulate the sale of alcohol, with strict measures to curb its availability during certain hours.
Under the bill, Hon. Sarah Opendi proposed imposing a harsh penalty of a 10-year jail term or a fine of UGX 20 million on individuals found selling alcohol before 5 pm or after 10 pm on working days. The primary goal was to address the detrimental effects of alcohol abuse on families and households.
The proposed legislation aimed to restore sanity in homes that had been adversely affected by parental alcohol abuse, which often led to neglect and family breakdowns. Former State Minister Mariam Matembe echoed Hon. Sarah Opendi’s sentiments and urged Parliament to prioritize the bill’s consideration.
Matembe emphasized the need for parents to reconsider their alcohol consumption habits and advised against bringing alcohol into homes. She advocated for government support to empower non-governmental organizations to educate the public about responsible alcohol consumption.
Furthermore, Matembe stressed the importance of setting limits on alcohol consumption to mitigate the potential rise in gender-based violence and family neglect if decisive action is not taken.
