Prime Minister Robinah Nabbanja says she ordered the arrest of events promoter Norbert Twizire, popularly known as Nobat Events, over allegations involving Shs1 billion and a dispute with fellow promoters.
Nabbanja explained that Nobat and a group of associates approached her office during a meeting, after which the group received money amounting to Shs1 billion. She alleges that Nobat subsequently used the money alone, prompting his associates to raise the matter with her office.
According to the Prime Minister, the dispute escalated after the other promoters complained about the money they said had been obtained through their collective efforts.
Nabbanja said the associates also brought the matter to the attention of State Minister for Youth and Children Affairs Balaam Barugahara, who reportedly contacted her and helped facilitate the process that led to Nobat’s arrest.
“I ordered for the arrest of Nobat Events. He stormed my office with a group of individuals during a meeting I had, then his group and associates were given Shs1 billion,” Nabbanja said.
She added that the associates later raised concerns about the money, leading her to intervene.
“He used all the money alone. His friends later sounded an alarm in my office and I ordered he gets arrested and apprehended,” she said.
The Prime Minister also maintained that the money must be repaid, saying the matter had been reported by fellow promoters who believed they were owed funds.

“On this issue of corruption we have zero tolerance,” Nabbanja said, adding that Nobat would have to repay the money.
Her remarks place the financial dispute at the centre of the case, although the allegations against the promoter should be distinguished from any findings that may emerge through court proceedings.
Nobat recently appeared before the Makindye Magistrates Court on Monday, October 5, 2026, according to the supplied report, and was remanded to Luzira Prison.
He is scheduled to return to court on October 26, 2026, when the case is expected to proceed to its next stage.
Nabbanja has framed repayment as central to resolving the dispute, saying Nobat must return the money allegedly owed to the other promoters. However, the final outcome will depend on the legal proceedings, and the available information does not establish whether the court has ordered repayment or determined his guilt.
For now, the case places the spotlight on a financial dispute involving event promoters, a reported Shs1 billion sum and allegations that have reached the Prime Minister’s office.
